When buying a site or plot in Bangalore, the most important question to ask is: Who approved this layout? The answer , BDA, BBMP, gram panchayat, or BMRDA , determines the legal status of your property, whether you can get a home loan, and what approvals you can obtain.

What is a BDA Layout?

The Bangalore Development Authority (BDA) is the apex planning and development authority for Bangalore. A BDA layout is a residential layout formed, approved, and developed by the BDA or by a private developer after receiving BDA approval. BDA layouts are the gold standard for plot purchases in Bangalore , they come with:

  • Allotment letters and registered sale deeds from BDA
  • Khata A from BBMP (within BBMP limits) or BDA Khata
  • Eligible for home loans from all major banks
  • No DC conversion required (BDA has already addressed this)
  • Building plan approvals from BBMP/BDA available

What is a Gram Panchayat Layout?

In areas outside the old BDA limits (especially in the BMRDA zone covering the peripheral areas of Bangalore), layouts were historically approved by the Gram Panchayat. These layouts were legal under the Karnataka Gram Swaraj and Panchayat Raj Act, but they did not receive BDA or BBMP planning approval. Key characteristics:

  • May have Khata from the Gram Panchayat (not BBMP)
  • When BBMP limits expanded to absorb these areas, they received Khata B , not Khata A
  • Building plan approvals are difficult or impossible to obtain from BBMP
  • Most banks refuse home loans on Gram Panchayat layout plots
  • DC conversion may or may not be complete

What is a BMRDA Layout?

The Bangalore Metropolitan Region Development Authority (BMRDA) oversees planning in the wider Bangalore Metropolitan Region beyond BBMP limits. Private layouts approved by BMRDA (rather than BDA or gram panchayat) occupy a middle ground , they are more legally credible than gram panchayat layouts but are not directly under BDA authority.

How to Verify Layout Approval

  • Ask for the layout approval order , BDA layouts have a specific allotment number; BDA-approved private layouts have a planning permission document

  • Verify the RTC to confirm DC conversion for the original survey numbers
  • Ask a property lawyer to search the Kaveri portal for the original layout formation documents
