The term "layout conversion" is used loosely in Bangalore's property market , it means different things in different contexts, and buyers often get confused. This guide clarifies what layout conversion means, how it is different from DC Conversion, and why it matters before you buy a plot.
DC Conversion vs Layout Conversion , Not the Same Thing
DC Conversion (Deputy Commissioner Conversion) is the process of converting land from agricultural to non-agricultural use. It changes the land's classification from agricultural to residential, commercial, or industrial. DC Conversion is a revenue department process.
Layout Conversion (or Layout Regularisation) is a separate process by which an already-formed residential layout is approved or regularised by a planning authority (BDA, BBMP, BMRDA, or local body). It is a planning/development authority process.
Both are required for a fully legal plot. DC Conversion addresses the land use question. Layout Regularisation addresses whether the layout itself (road widths, open spaces, plot sizes) meets planning norms.
BDA Layout Formation vs BDA-Approved Private Layout
There are two categories of BDA-approved layouts:
- BDA-formed layouts: BDA directly acquires land, forms the layout, and allots plots. BEML Layout, Banashankari, Jayanagar Extensions , these are classic examples. These have the strongest legal standing.
- BDA-approved private layouts: A private developer obtains planning permission from BDA to form a residential layout on their agricultural land (after DC Conversion). The developer must adhere to BDA norms for plot sizes, road widths, and open spaces. These layouts carry BDA's planning sanction but are privately developed.
Gram Panchayat Layouts , The Conversion Problem
Thousands of layouts in peripheral Bangalore were formed under gram panchayat approval without obtaining BDA or BMRDA planning sanction. When BBMP limits expanded, these layouts were absorbed into BBMP but received Khata B. The path to full regularisation (Khata A conversion) for these layouts requires:
- DC Conversion to be complete for the original agricultural survey numbers
- A regularisation scheme to be notified by the government (like Akrama-Sakrama , which has been repeatedly delayed)
- Individual application under the scheme with payment of betterment charges
Without a notified regularisation scheme, most gram panchayat layouts in BBMP remain in Khata B limbo.
BMRDA Layout Approvals
For areas outside BBMP but within the Bangalore Metropolitan Region, BMRDA (Bangalore Metropolitan Region Development Authority) grants planning approvals for private layouts. A BMRDA-approved layout is legally valid but may not have BBMP Khata until BBMP limits expand to cover the area. BMRDA layouts are more credible than gram panchayat layouts but not equivalent to BDA-approved layouts.
What to Ask When Buying a Plot
- "Is the DC Conversion Order in hand?" , If no, the land is still agricultural
- "Who gave the layout approval , BDA, BMRDA, or Gram Panchayat?" , The answer determines the Khata type
- "What type of Khata does this plot have?" , A or B? , See: how to check Khata
- "Can I get a building plan approved from BBMP/BDA?" , For Khata B plots, the answer is usually no
